The Cartoon-A-Kit #530, with a 1948 copyright by Marjorie H. Buell, is from "KITS INC." The box, which measures 13 7/8" by 10 1/4", says "Make your own 'Little Lulu' Cartoons with Stencils-Paper-Crayons." The inside of the box top includes instructions for "How to Have Fun with a Cartoon-A-Kit." This kit appears to include 3 crayons. I have seen another kit which included 8 crayons.
